
Denver International Airport (DEN) Projects; Program Management and Quality Assurance and Inspection Support Services Contract for AIM Projects
Denver International Airport (DEN) is one of the nation’s largest airports. Since opening in 1995, the City and County of Denver has maintained an on-going capital improvement and expansion program to meet growing service demands. Annual capital improvement expenditures range in value between $100 million to $200 million. When the airport opened, it had five non-intersecting runways, a main terminal, and three widely spaced concourses. Situated on 34,000 acres, DEN has the capacity to expand to a total of 12 runways, double the size of its main terminal building, and significantly expand its three concourses or construct additional concourses.
LS Gallegos serves in a staff augmentation role supporting project management, construction management and quality assurance and inspection teams for all capital improvement projects at DEN. Teams consist of fully integrated on-site City and County of Denver Airport staff, Prime Consultant staff and Subconsultant staff. The benefits LS Gallegos brings to DEN is providing highly skilled discipline specialists to perform critical project/construction management activities overseeing construction contractors and equipment and systems installers on an as-needed basis. Some of the work at DEN is seasonal.
LS Gallegos has served as member of successive Program Management Support Services Contracts and Quality Assurance and Inspection Support Services Contracts for DEN’s Airport Infrastructure Management (AIM) organization since 2000.
Notable LS Gallegos project accomplishments for DEN airside and landslide projects include:

Federal Transit Administration (FTA), Project Management Oversight Consultant (PMOC) Services
LS Gallegos was awarded a prime contract in September 2014 by the FTA for the 2014 to 2019 Project Management Oversight Consultant Services Program. Prior to this award, LS Gallegos performed PMOC services as a subconsultant to three other prime firms from 1998 to 2014. LS Gallegos has 18 years of FTA PMOC experience which includes various transit technologies: Bus Rapid Transit, Light Rail Transit, Heavy Rail Rapid Transit, Electrified Trolley, Electrified Commuter Rail and Diesel Powered Commuter Rail in FTA Regions 2, 4,7, 8, 9, 10, and Lower Manhattan Recovery Office (LMRO).
LS Gallegos’ current PMOC assignments as a prime consultant include: the Reno/Sparks Connector, 4th Street and Prater Way Bus Rapid Transit Project in Reno, NV; the Flamingo Corridor Bus Rapid Transit Project in Las Vegas, NV; the Sonoma-Marin Area Rail Transit (SMART) Commuter Rail Extension Project in San Marin County, CA; and South Central Light Rail Extension Project, Phoenix. AZ. As a subconsultant, LS Gallegos is performing PMOC Services on the Van Ness Bus Rapid Transit Project in San Francisco, CA, the Mission Bay Light Rail Transit Extension Project, San Francisco, CA, and the Durham-Orange Light Rail Transit Project, Durham, NC.
LS Gallegos’ role as an FTA PMOC is to serve as an extension of staff performing in an important, critical management and technical oversight capacity to:
- Investigate project conditions and core documents, visit project sites, review pertinent documents, and perform interviews all in sufficient detail as to become familiar with the proposed project goals, site conditions, design criteria, operations plans, drawings and specifications, value engineering studies, peer and constructability reviews, schedules, cost estimates, risks, bid packages and contracts, construction progress, methodology for resolving changes and claims, and conducting project closeout
- Identify problems and uncertainties relating to project cost, schedule, quality and safety in a timely manner
- Make recommendations and proactively solve problems in collaboration with the project sponsor
- Provide professional opinions on project progress and accomplishments benchmarked to the project scope of work
- Discuss findings, conclusions and recommendations with the project sponsor
- Provide supporting reports and presentations to the project sponsor

Illinois State Highway Toll Authority – Construction Practices Review and Audit Services
LS Gallegos was teamed with Gilbane Building Company to perform a review and audit of the Illinois State Highway Toll Authority’s construction practices and procedures. The audit was performed in conjunction with a $12.0 billion program, approved by the Toll Authority, to provide system improvements to the Toll Authority’s road network. LS Gallegos was tasked to evaluate the effectiveness of the Toll Authority’s operating procedures and provide recommendations for potential improvement. As part of this engagement, LS Gallegos conducted a survey of various state and federal transportation agencies throughout the country to gather information about the effectiveness of various innovative contracting and project delivery methods used by other entities. LS Gallegos provided recommendations and criteria pertaining to contracting methods for consideration by the Toll Authority for its multi-billion-dollar program.

Colorado Department of Transportation (CDOT) – Project Management Advancement Program (PMAP)
LS Gallegos as prime consultant with subcontracting partners, AECOM and the University of Colorado Denver, Construction Engineering Department, is developing a Project Management certification program that prepares CDOT Project Managers to successfully manage and deliver the increasing number of projects across CDOT’s five regions. The Project Management Advancement Program (PMAP) is a fully customized blended learning program consisting of online and instructor-led courses, supported by practical activities that teach project managers to manage projects the CDOT way. To compliment the PMAP coursework, LS Gallegos is leveraging Social Media tools to design create a PMAP Mentoring Program and Peer Groups that will connect Project Managers across CDOT’s five regions. Project Managers entering the PMAP can work towards certification at two levels – Practicing Project Manager and Master Project Manager.
US 290 Freeway Reconstruction and Widening, Construction Inspection Support Services, Houston, TX
SAM-Construction Services as prime consultant, and LS Gallegos as subconsultant, provided Construction Management and Inspection Services for the expansion of US 290 – Segments H and I. LS Gallegos performed inspection duties for the reconstruction of these segments. LS Gallegos’ duties included: inspection of demolition and reconstruction of roadways, bridge foundations, columns and decks, retaining walls for bridge abutments, replacement of underground storm drain and city water pipes, and lane striping for traffic. LS Gallegos was responsible for documenting construction progress, managing contractor payment releases, and monitoring traffic control.
Colorado Department of Transportation (CDOT) Colorado Independent Cost Estimating Contract
Under a five-year prime contract, LS Gallegos provided Independent Cost Estimating (ICE) services for CDOT projects state-wide. Notable Independent Cost Estimating task orders include: replacing the SH 266 and SH 71 Bridges located north of Rocky Ford, Colorado. Work was combined into one Construction Management General Contractor (CMGC) contract with Kiewit Corporation. Comparisons between the contractor, Kiewit and LS Gallegos’ ICE estimates were completed throughout the project.

Colorado Department of Transportation (CDOT) I-70 East Bound Climbing Lanes, Vail Pass, and Straight Creek, Construction Management Support Services Consultant, Vail, Colorado
LS Gallegos, as prime consultant, provided Construction Management, Contract Administration, Inspection, and Materials Testing Services to the Colorado Department of Transportation over a two and a half-year period. This Interstate Highway Resurfacing and Bridge Joint Replacement project involved removal and replacement of expansion joints for 14 bridges and roto-milling approximately 300,000 square yards of pavement surface and replacing it with approximately 36,000 tons of new asphalt pavement in Clear Creek, Summit, and Eagle counties, Colorado. This project included bridge joint replacement and mainline pavement as well as paving inside both bores of the Eisenhower/Johnson Memorial tunnels. It also included paving parking areas at both ends of the tunnels, guardrail replacement, culvert lining, and ramp metering.
Los Angeles County Metropolitan Transportation Authority (LA Metro), Project Management and Support Services Contract for Measure R Transportation Program, Los Angeles, CA
In 2008, voters approved Measure R, a half-cent sales tax, to fund the design and construction of several new rail, bus, and highway improvement projects. LS Gallegos as a subconsultant to Hill International is providing full-time, on-site Sr. Civil, Mechanical, and Electrical Cost Estimators to support contractor change order negotiations on the LAX/Crenshaw Light Rail Transit and Southwest Yards Project, and Purple Line Rapid Transit Extension Project.
City and County of Denver International Airport (DEN), Hotel & Transit Center, Program Management Consultant Services Contract
LS Gallegos as a subconsultant to Parsons Corporation, the prime Program Management Consultant, provided Project Management and Construction Management Support. The $700 million DEN Hotel and Transit Center included design and construction for: a 500-room hotel and conference center, RTD’s East Corridor Commuter Rail Transit Station at DEN, improvements to the existing concourse baggage and train systems, and an open-air plaza. The plaza included new concessions, leasable space, and connection to the existing Jeppesen Terminal. LS Gallegos Support Services included: Contracts Administration, Document Control, Cost Estimating, Project Administration, Interior Design, and Construction Inspection.

Town of Castle Rock North Meadows Extension to US 85 CMGC Contract – Independent Cost Estimating
LS Gallegos, contracted with the Town of Castle Rock, CO, to provide Independent Cost Estimating for the extension of the North Meadows Parkway, creating an additional access point for the Meadows subdivision located within the Town of Castle Rock. The project involves the construction of a new interchange on I 25 between the existing Meadows interchange and Happy Canyon interchange. This project was constructed through a Construction Management General Contractor (CMGC) contract between the Town of Castle Rock and Edward Kramer and Sons. LS Gallegos provided cost estimates at the 30%, 60%, and 90% design development phases and provided an Independent Cost Estimate at completion to assist in reaching the Guaranteed Maximum Price. One unique feature of this CMGC project was that the project was broken into three packages to match the timing of funding. LS Gallegos’ ICE estimates were used to successfully negotiate Guaranteed Maximum Prices for each package.
